Kelsey Louie, Harlem United’s Senior Vice President of HIV/AIDS Treatment and Support Services, who currently oversees Supportive Housing, Adult Day Health Care programs, COBRA, Food and Nutrition Services, Mental Health Services, and Harm Reduction Services will add Prevention and Education Services, the Black Men’s Initiative, the Federally-Qualified Health Center Programs, Primary Care and Dental Services to his portfolio. Mr. Louie joined Harlem United in 2007 as the Vice President of Supportive Housing.
In that time, he has managed a remarkable growth of the division, absorbing several programs and almost doubled the number of housing units to now 586 units, doubled the size of our congregate program, completing the full continuum of supportive housing options, including all permutations of transitional, permanent, congregate, and scattered site units, serving PLWHA and their families, women with mental illness, women with children, the chronically homeless, and MICA clients.

Mr. Louie’s focus on data-driven management and staff development has led a team that delivered improvements in occupancy, client rent collections, health indicators among clients, and the creation of services tailored to meet the real needs of our clients. He has expanded and enhanced the services to Housing clients by strategically positioning mental health, vocational, and independent living skills services alongside housing programs. In addition, he helps develop policy and strategy as a member of our executive management team and the HASA Advisory Board, where he is serving his second two-year term.
Prior to coming to Harlem United, Kelsey served the child welfare world as Director of Queens Family Support Services for New York Foundling and spent 5 years in the substance abuse field as Director of Prevention Services at Veritas Therapeutic Community. He received an MSW from New York University in 2000 and an MBA from Columbia University in 2008. He also currently serves as an adjunct associate professor at NYU and oversees the intern program at Harlem United.
