participatory bugdeting1Participatory Budgeting is a democratic process in which residents of participating districts (including Harlem) decide how to spend a portion of the City’s capital budget. Through a series of public meetings, residents work with elected officials throughout the year to identify neighborhood concerns and craft proposals to address them.
