Harlem’s Larry Dais Appointed One Of Two Men To Serve As Commissioner Of The City Civil Service Commission

Larry DaisMayor de Blasio today announced the appointment of Harlem man Larry Dais and Allen Cappelli who will serve as Commissioners of the City Civil Service Commission. Both Dais and Cappelli have a wealth of experience in arbitration, law and management in both the public and private sectors. As Commissioners, they will be responsible for hearing and deciding appeals by applicants who have been disqualified for appointment to civil service positions and City employees who were disciplined by their employing agency.

“The Civil Service Commission is essential to making sure our City government is fair and accountable to all its employees,” said Mayor Bill de Blasio. “I am confident that with their vast experience in arbitration and law, Larry Dais and Allen Cappelli will hear and decide appeals honestly and justly.”

Dais, a resident of Harlem in upper Manhattan…

Dais, a resident of Harlem in upper Manhattan, is an arbitrator and has served on several arbitration panels, including the New York State Public Employment Relations Board, the Nassau Healthcare Corporation, the Civil Service Employees Association, General Electric Corporation and the International Union of Electronic, Electrical, Salaried, Machine and Furniture Workers – Communications Workers of America (IUE-CWA). He is the former Assistant Vice President and Director for Community Affairs at Columbia University, where he served as the university’s liaison with local elected officials, community and civic organizations.

Dais serves as a member on several different boards, including the Magistrate Judge Merit Selection Panel, the Harlem Business Alliance, 100 Black Men Inc., the Abyssinian Development Corporation and the Frederick Douglass Boulevard Alliance.

Cappelli, a resident of Staten Island, is an attorney in private practice and has represented thousands of individuals over the past 14 years. From 1998 to 2002, he was the Communications Director for the Bronx Borough President Fernando Ferrer, where he managed policy, press and government relations. Before that, he worked at the New York State Unemployment Insurance Appeal Board, where he supervised over 225 employees throughout the State in the adjudication of disputes and their appeals. In that role he was successful at achieving federal standards for the first time in history, by eliminating a backlog of cases that had accumulated over the prior ten years.

Cappelli is a member of the Richmond County Bar Association and is a past-member of the MTA board.
